A Landlord’s Guide to Meeting The Healthy Homes Standards

Your Legal Obligations as a Rental Property Owner

As a landlord in New Zealand, you must ensure your rental property complies with the Healthy Homes Standards. These regulations became mandatory on 1 July 2025 for all private tenancies, and failure to meet these requirements can result in serious legal and financial consequences.

The five core areas you need to address when meeting healthy homes standards include heating, insulation, ventilation, moisture control, and draught stopping. Each standard has specific requirements that must be met to protect your tenants’ health and wellbeing while keeping your property legally compliant.

The Five Healthy Homes Standards Explained

Understanding each standard helps you identify what needs attention in your rental property:

Heating requirements mandate that your property must have a fixed heating source capable of reaching 18°C in the main living area. Heat pumps, wood burners, or compliant electric heaters are acceptable options.

Insulation standards require ceiling and underfloor insulation that meets current building code requirements. Properties built after 1978 typically need insulation upgrades to reach compliance levels.

Ventilation rules specify that habitable rooms must have opening windows, doors or skylights, and that kitchens and bathrooms must have extractor fans that vent moisture directly outside. These fans must meet specific capacity requirements based on room size.

Moisture control measures include a ground moisture barrier in enclosed subfloors and proper drainage around the property to prevent dampness issues.

Draught stopping involves sealing gaps around windows, doors, and other openings that allow cold air to enter living spaces.

Tenancy Services Increase Compliance Monitoring

Tenancy Services has ramped up its monitoring activities ahead of winter, with increased inspections and penalties for non-compliant properties. They are actively investigating tenant complaints and conducting spot checks on rental properties across New Zealand.

The government agency has made it clear that ignorance of the standards is not an acceptable excuse. Landlords who fail to meet requirements face significant financial penalties and potential prosecution under the Residential Tenancies Act.

Recent enforcement data shows that properties with heating, ventilation, and moisture issues make up the majority of compliance breaches. These problems become more apparent during colder months, which is why winter inspections have intensified.

Financial and Legal Risks of Non Compliance

The penalties for not meeting healthy homes standards can be substantial. The Tenancy Tribunal can order landlords to pay up to $7,200 for failing to provide compliant heating systems. Similar penalties apply to other standard breaches.

Beyond immediate fines, non-compliant landlords face additional costs including:

  • Emergency accommodation costs for displaced tenants
  • Compensation payments for tenant inconvenience
  • Legal fees and tribunal costs
  • Urgent repair and upgrade expenses
  • Lost rental income during remedial work

Your insurance coverage may also be affected if your property doesn’t meet legal standards, potentially leaving you exposed to significant liability claims.

Warning Signs Your Property May Not Be Compliant

Several indicators suggest your rental property might not meet healthy homes standards. Cold or damp rooms during winter months often signal inadequate heating or insulation problems. Visible condensation on windows, musty smells, or mould growth typically indicate ventilation and moisture control issues.

Missing or inadequate extractor fans in kitchens and bathrooms are common compliance failures. Gaps around windows and doors that allow draughts are another frequent problem area that requires attention.

If tenants complain about these issues, take their concerns seriously. Problems that seem minor can quickly escalate into major compliance breaches if left unaddressed.

Compliance Is Ongoing, Not One and Done

Meeting the standards once is not enough. You must ensure ongoing compliance, with an annual inspection at a minimum, and ideally a fresh assessment at every change of tenancy. Things change. Heaters fail, insulation settles or gets disturbed, extractor fans stop working, and new draught points open up as buildings move and age. Regular checks protect both you and your tenant.

A common and costly mistake is relying on an out-of-date or old inspection report to satisfy compliance obligations on a new tenancy. If the property’s condition has shifted since that report was written, and it almost always has, you could find yourself in hot water with the Tenancy Tribunal, even though you have paperwork in hand. A current report reflecting the actual state of the property is what protects you.

Blown insulation manufacturing process

The Manufacturing Process of Blown Insulation

Blown insulation is a great option for improving the comfort and efficiency of your home. It delivers seamless coverage with strong thermal R-values and is perfect for retrofitting existing walls, as it can be installed without removing linings. It also offers excellent acoustic properties, reducing noise while keeping warmth in.

Each bag of blown insulation contains the equivalent of over 45 recycled glass bottles. Let’s take a closer look at how manufacturers transform these materials into high-quality insulation.

The Manufacturing Process, From Glass Bottle to Insulation

1. Gathering and Preparing Raw Materials

The process begins at the batch plant, where workers deliver and store raw materials such as sand, soda ash, borax, and dolomite. However, they use up to 80% recycled glass, also known as cullet. This comes in two forms:

  • Plate glass – sourced from windows and car windscreens
  • Container glass – from bottles and jars

Workers offload the raw materials into storage silos, where they hold them until needed. The batch plant automatically measures and mixes the correct quantities of each ingredient before feeding them into the furnace.

2. Melting the Glass

The furnace operates at an intense 1,400°C, using a combination of gas, oxygen, and electric boost to melt the raw materials into a bath of molten glass. Unmelted batch materials float on the surface, while powerful gas-oxygen burner flames provide about 70% of the heat.

After melting, the glass travels through electrically heated canals, which maintain the right temperature and viscosity for fibre production.

3. Creating the Fibres

To create the fibres used in blown insulation, the molten glass is rapidly spun through a hot spinner. Centrifugal force forces the molten glass through thousands of tiny holes, creating fine glass fibres. As the fibres emerge, hot air blows them downward, stretching them further. Compressed air then determines the fibre length, while cooling water prepares them for the next stage.

4. Applying the Binder and Silicone Emulsion

Unlike traditional insulation rolls or batts, blown insulation does not require a binder. Instead, a silicone emulsion is applied to help the insulation maintain its shape and effectiveness once installed.

The system evenly distributes the fibres across a conveyor to maintain consistency in density. Quality control teams monitor glass temperature and use CCTV surveillance to ensure the highest standards throughout production.

5. Environmental Considerations

The manufacturing process incorporates stringent environmental controls. Electrostatic precipitators remove pollutants from exhaust gases, and emissions monitoring instruments ensure compliance with environmental standards. The stacks emit very little, mostly steam, which reflects the eco-friendly nature of the process.

Installing Blown Insulation in Your Home with the Healthy Home Team

Once manufacturers produce the insulation, they package it into large bags and transport it to installation sites. The installation process is quick and efficient, making it ideal for both new builds and retrofits. Here’s how it works:

Assessment and Preparation – Your local advisor will assess your home to determine the best insulation solution. If installing into existing walls, small access holes are drilled for installation.

Blowing the Insulation – Specialised blowing machines break up the insulation material and blow it into wall cavities, ceilings, or underfloor areas. The material spreads evenly, filling every gap and eliminating thermal bridges.

Sealing and Clean-up – Once the insulation is in place, any access holes are sealed, leaving no visible signs of installation.

Why Choose Blown Insulation?

Blown insulation provides seamless coverage, eliminating gaps for superior thermal performance. Its fast and non-invasive installation makes it an ideal solution for retrofitting older homes without major disruptions. Designed to be moisture-resistant, it helps prevent mould and damp issues, contributing to a healthier living environment. Made from up to 80% recycled glass, it is a sustainable choice that supports eco-friendly building practices.
